Why is the controller not allowing the ac to line up for a quick departure. This is another reason for delays. The pilot of the first aircraft also delayed takeoff for no apparent reason.

Imagine having to listen and try to understand people from all over the world whose native language is not English speak English with a very hard to understand accent. I don't know how could they handle it because I seriously can't even understand a lot of them communicating in English. A lot of them spoke kind of fast, not loud enough, and not so clear due to their accent plus the background noise making it even harder to comprehend.
