Seems more like a control thing to me than anything else. If she hand washes their laundry and hung to dry, she'd save a lot more on water and electric. If she didn't "cook" the lasagna in the dishwasher, or even stopped using the dishwasher altogether, she could save even more water there, allowing her husband to have a decent shower. I didn't even really understand that one. It isn't going to cost you more electricity to have more than one lamp plugged in if they are OFF. Just turn them off when you leave the room like a sane person. I do the "navy" shower thing. In the winter I plug the tub a little to keep my feet warm because as long as your feet are warm, it's not so bad. It's not really to save money, it's more to save hot water. I don't do a time limit though because you need and deserve to be clean.

You can train to be a CPT in a matter.of weeks to months. It doesn't require the upper level science courses that nurses, PAs, NPs, and MDs go through. I'm a medical student now, but even my CPhT (Certified Pharmacy Technician) program was longer than the CPT program.

I was in the Navy for a time and yes we had to do the 'navy showers' sometimes, not to save water but because the water was either so fuckin cold or extremely hot and it was only manageable for a few seconds at a time. In times where there was no water in the boilers on the ship we resulted to 'baby wipe showers'. Pretty self explanatory.

Not true, the navy shower is a thing considering that people take showers, wash their clothes and how the deep sink uses a ton of water. They can't refine the water as fast as we use it and if it goes below that amount they start securing the washers and such. So water conservation is a very real and annoying thing especially on a small boy

$60 a month for electric just for lighting? That's an incredible amount actually, lighting isn't that expensive, and having a bulb in each socket but just turning it off when you leave the room saves you as much as moving one bulb as you move. And gas which runs her oven for 45 minutes to bake a lasagna is cheaper than the electricity from running her dishwasher for 1.5 hours. She's wasting instead of saving money, and her food and water habits are disgusting.

It's called suet sometimes and birds like it. I think it's used for other things too but I'm not sure. I couldn't imagine trying to cook anything with it.

It's bad for sure but the truth is they won't do anything. The only requirements are that the kid has a room, windows can't be barred (in case of fire), access to water, and functioning smoke detector. That's pretty much it. Unless the child is being beaten or severely sexually abused they won't take them away.
