You could try to sand the base with a really fine grit sandpaper and then add a coat or two of the spray paint and then paint a thin layer of sealant. Roughing up the surface will help the spray paint stick and if you hold the spray can a little further away it’ll prevent the big beads of paint and leave a pretty even surface
