It's also mocking a style of show in America usually on the A&E network, where they will shoot a dramatic documentary about a low income school, a bunch of drug users in an area, or a prison for example, where they interject facts on black title cards like that. So this sketch is brilliantly done.

In America in cities likes New York the public schools are numbered because there are so many. So you’ll see them abreviates PS 119 (public school 119) for expample. They will have formal names of course also
