If there’s one thing I love about games, no matter how well developed they are, it’s the little details. I like how the game subtly hints a difference between actually talking to the hiker and when the goatman’s trying to trick you. You know you’re talking to the hiker because he speaks in a panic, he’s terrified and frantic. When he’s trying to trick you his tone is flat, slow, almost lifeless, and his sentences make little to no sense. The goatman can mimic a voice but not emotion.

My theory is that the goatman may have picked up radios from past victims, as we can see from the newspapers the goatman has already killed a few, so it would of made sense for it to have tuned in to gracewinds radio frequency to use it to taunt both the rangers and other hikers.
