Look at all the empty seats. The witnesses must be wondering why they even bothered to show up. Why even bother having a committee? There should be a rule that if you aren't present for at least 70% of the time a committee is in session, you lose your seat to a congressman that will actually care enough to show up.

Certainly, a lot of members of Congress make themselves conveniently unavailable for hearings, but you wouldn't believe the minute-by-minute schedules _most_ members have. Overlapping hearings, floor votes during hearings, briefings, constituent meetings, markup sessions, etc. It's just not physically possible for most of them to attend even 70% of every committee hearing. Don't hear me saying it doesn't bother me, because it does, but there's not really a good remedy available. Personally, I'd like to see each _full_ committee (I don't think it would be workable if you include subcommittees) have something like a bi-monthly all-committee member hearing that time _has_ to be blocked out for, and votes can't be held during those times.
