In the DC comics series where he interacted with the main DC universe, he outright defeated magic users because he can manipulate the very energies that they use. He had no trouble defeating Constantine and the other magic users. It wasn’t even a battle. No one can really stand up to Dr. Manhattan if he wishes it.

There was a short DC comic miniseries call "Before Watchmen" that deals with the origins of some of the characters and the years before Watchmen. It wasn't groundbreaking but there is one comic where Dr. Manhattan goes through almost every potential future and sees that they all end in nuclear war. In desperation he goes to Ozymandias and asks for his help is saving the world from destroying itself. Up until that point Ozymandias had come to believe that Dr. Manhattan was pretty much God, but in that moment he realizes that for all Dr. Manhattan's powers, he cannot see into Ozymandias' mind or know his thoughts. That was the moment that Ozymandias realized that he could "defeat" Dr. Manhattan by simply lying to him.

But overtime Manhattan became so powerful that he could one shot beings like prime perpetua. And the endless can't do anything to him. Manhattan is omnipresent and can not be killed by any being other than presence since his conscience is on a other dimension. Meaning he can't be permanently killed.

I thought he *did* show emotion, but it was so subtle that humans couldn't tell. But Ozymandias was able to read his emotions and was able to manipulate things with his plan.

He is utterly impervious to any telepathy or psychic attacks. It would be like attacking multiple universes all at once. As far as magic he seems to believe that magic is "scraps of creation". In a comic multiple beings threw everything they had at him, magic included. He was in a resting state, not even trying and eventually he exploded. He came back immediately and defeated all of them almost simultaneously. .. So yeah, magic doesn't work that well against him.

Manhattan is easily top 6 in all of DC. He more powerful than beings like prime perpetua who create multiverses and she actually created the Seven force in the multiverse. Including the speed force and magic much more

The short answer is yes. But not in a conventional matter because he's literally made of energy. Keep in mind that he can create life. Furthermore, If he wanted to he could hand pick a woman's egg and grow it inside her. As the video stated, if he did it the traditional way her or the unborn child would likely be exposed to some kind of radiation. (If he were to release bodily fluids)

Old times tends to refer Alchemists as Magicians because everything they do is that like a magic but centuries later it's just simply a chemicals and science.. Show an iphone to a caveman and he'll take it as some sort of magic and treats you as a god. Too late..." he experiencing everything, it is so every that there's not one instance, possibility, or continuity left unknown to him and thus he deemed himself "just a puppet who can see strings" because the outcome of everything is always laid bare to him, an actor who know the script of the play.
