I was thinking the same. He was put there as a punishment, to serve among humans, to learn humility and to teach humans humility at the same time. He was specifically put in that time period, as that was when understanding about physical deformities without automatic psychological effects started, it was implied that he was helping the British scientists understand that there was no relation between looking abnormal and having an abnormal mind. And just one regeneration later, the Doctor himself becomes super racist.

morphman86 I don’t get why people find issue with Amy and Rory not being able to be picked up. 1. They say in the episode that New York at that time period isn’t a place they can go again because their personL timelines are too jumbled into the area. The TARDIS simply won’t go there. 2. Assuming the Doctor could find a loophole, he and River both saw Amy and Rory’s gravestone. Meaning that gravestone HAS to be there in order for the Doctor to go back in time to save them. But, if they die off-world, then that gravestone doesn’t exist anymore and we have ourselves a MASSIVE paradox. The Doctor is not one to mess with Paradoxes unless absolutely necessary. Especially not since Rose almost got the entirety of Earth purged just by saving her Dad.

Because of consistency. He saves others and himself on a whim, screw the universe, and there's no consequences. But he refuses to save major players of time and space because the script said so. He couldn't save Donna Noble because if she remembers for even a second, she dies. But he could make Clara immortal, consequences be damned, by stopping her last heart beat... a second before she died. The difference being that Donna had the mind of both a Time Lord and a super temp, and they literally stated that she could sort the entire Universe out if she only had 5 more minutes. Consistency? He couldn't save Amy and Rory because they were taken by Angels... But he was himself taken by Angels once. Remember? The first time we were introduced to them. Oh... and so were Martha! He couldn't go back for them because he had seen their grave stones. Well, he saw HIS OWN grave stone. That didn't stop him from rewriting his own death... THREE TIMES. Twice on the SPOT of his gravestone. All three after he had seen it. He had seen the death of the people of Mars, yet he could save one of those, consequence free. It wasn't the Universe that forced the woman to pick up a gun and shoot herself, that was her own choice. Consistency? Point is he is The Doctor, consequences and rules don't apply. He MAKES the rules. Rassilon used to make the rules, but Rassilon is gone. Or used to be. Or at the time this took place he was still gone. Now The Doctor makes the rules. Everyone else who makes rules are beneath The Doctor and The Doctor can MAKE those people do whatever he wants. He is literally a GOD. He CHOSES not to use his powers that way... except when he does. Because of consistency. THAT is why I complain about it. And please, don't bring up that episode about the "time banshees". That's like the most inconsistent episode ever. I loved it to bits, but as soon it was over, everyone who had any power over the show just forgot all about them. They should really have appeared 50 times over and just slaughtered The Doctor since that episode, especially during Moffat's run. All that episode did was bring rules to a show about anarchy and that was the episode that kickstarted the whole "I can't, there's rules" thing in the first place. Rules that only apply when it's convenient and forgotten when they get in the way and have grave consequences when the plot needs them to be scary and no consequences at all when The Doctor needs a quick gag.
