I am not a Lori Lightfoot fan but she did a good job of explaining municipal accounting. I have some experience with municipal accounting and it is hard to follow at best with actual spread sheets. I wish she had used some visuals but for this initial report, it may have been wise to provide an oral summary of the abuses. I presume that the preliminary report summary will be provided to the general public. In summary, the presentation adequately presented clear evidence of the nature and scope of the abuses of the Super Mayor and how she abused and stole from the public. What is most astounding is that no state agency appears to have supervisory authority over municipalities. I live in NC and we have a Municipal Finance Authority (not the actual name) which would have come in and taken over the finances long before now based on the alleged irregularities. I have seen them in action and this would have been shut down long before things got anywhere near this bad. Lightfoot says that Illinois mandates reports but that the Town hasn't filed them in about two years. Where is the enforcement mechanism? This is astounding. Lightfoot has done a good job. Now the question is what Illinois agency has authority to step in and take over finances and also, who is the DA with authority to prefer charges (based on a criminal investigation). Another question is whether the fiscal officers of Dolton were bonded. Actually, the question is why weren't they bonded because had they been, the bond/surety company would have ended this long ago. So what is the next step?

LightFoot has no real investigative power, she can’t subpoena. This was simply a political stunt. Any accounting firm could have prepared the same report, any of the trustees could have prepared the report, they just simply did not. It’s inexcusable that the trustees did not already no this and instead had to pay someone $30,000 to tell them what their financial position it. This is shear incompetence and political shenanigans.
