I personally would agree to a tax reform if an exchange they drastically reduce the size of the government. We don’t need 190 deputies, 32 senators and 24 ministries. They should prioritize infrastructure , health, security and education. The Dominican government is enormous and it shouldn’t be for such a small country

@@StopStrugglingNow if I’m not mistaken it’s a bicameral congress so basically legislation has to get passed twice. When the chamber of deputies pass a law by vote, it goes to the senate and they review it and vote on it. I think it’s 60-70 ish. Having a bicameral congress in a small country is very counter intuitive because in DR it takes a very long time to pass laws and reform laws that are really needed.

As long as new taxes and tax increases serve to support low-income earners, improve or even reform the health system, improve infrastructure, etc. and not to rehabilitate the depleted state treasury, such a reform can certainly make sense. But most of the time, such reforms only trigger other and new problems.

Who benefits on raising taxes? ...the government should serve the people not the people serve the government. The public cannot thrive with additional burdens. A reduction of government should be the primary focus as well as reducing the national debt. Foreign business incentives is not by raising taxes.

Living in DR for the past few years - it seems that things are headed in the wrong direction. For example: 1. In the past 2 months I have seen prices for everything go up. Beers at the bar are now $250 pesos. I have already seen since the price increases the bars are no longer even close to full anymore. 2. If you consider wages are less than that - $210 pesos/hr for a call center. Less than that at many other places, if you go and have 4 beers you just blew half a day’s work. 3. Even after 3+ years of work your wages max out at $255 pesos/hr for what many consider a “good” job. 4. A decent place to rent is at least $25,000k pesos/month - considering a good monthly wage is $32k -$36K pesos/month it doesn’t leave much for other necessities. 5. I see a lot of Dominicans don’t even work and they have no incentive to because the pay is so low. 6. Even though they are deporting a record number of Haitians who I do agree keep labor costs low (especially for construction) - a lot get paid $200 USD/month - I find it hard to believe Abinader is going to deport a lot of the construction Haitians as they are building the country on the cheap. 7. I have heard that DR is in a lot of public debt as percentage of GDP but it seems like a wage increase, continued Government investment, and increase in sales tax could go a lot further, as the increase in jobs and wages should stimulate increased spending on goods and services. Just my thoughts, thanks for the content.

There is so much that need to be done in DR. Growing pains. It’s something we all have to learn to deal with to make life better for the Dominicans people

From 10000 pesos to 15000 pesos is not going to make a different, especially if they are increasing everything else. Also the basic cost or La canasta familiar monthly cost is around 40000 pesos so the minimum wage it's really far from that amount...

Who actually checks whether all employers adhere to the minimum wage for their employees? I'm thinking of small local businesses such as restaurants, bars, Bebidas, Colmados, for example. But not all of them do that even now. Most Dominicans of Chinese descent who own their own businesses pay their employees a disgraceful wage, it's the same in the Lotecas and the pay in the zona francas is also terrible. The working population needs strong employee representatives, unions that negotiate with employers on an equal footing and that are so strong that they can even shut down part of the infrastructure for a while. If 50% of hotel staff go on strike in Punta Cana during the high season, then I'd like to see how quickly the authorities will give in.

This is the proposal (not law, yet) but negotiations continue with industry leaders. Summary of the Abinader Fiscal Reform. 1. New taxes for alcohol/tobacco: 11% 1b. Sugary drinks tax: 58 cents - 1 peso for 100mlg. 2. Ecigs and vapes 20% tax 3. Goods under $200 USD shipped via courier will be taxed 18% 4. ITBIS will have a new name: IVA (just like in Europe, Latin America) 5. Internet shopping will be taxed to 18% 6. Car sticker now 100% more: 3,000 pesos and 6,000 pesos 8. 27% tax for the ones who earn in the country $200,000 pesos or more 9. Property Tax (aka IPI) starting from 5M pesos houses/apartments 10. All citizens generating 900USD or more per month MUST declare their income annually: houses, income, assets, saving, bank accounts 11. No Anticipo for small businesses 12. All goods, except gasoline/gas, medicines, some foods, will be taxed to 18% sharp 13. Current benefits and grants to be eliminated for the following sectors: Tourism, DR Movie Industry fund, Trust (Fideicomiso), Textiles, Major Industry 14. Digital services (Netflix, Airbnb, Spotify, etc) will be taxed 18% 15. Back to School tax return to be eliminated Major industries affected this time: car imports, imported goods in general, digital services, real estate, major industry, digital consumer services The Executive wants to put the new reform by Jan 1st 2025, but still in talks with major players (business associations, industries like tourism, textile, movie productions) You’re welcome !

Hey, I saw your video on tax reform and I want to comment on something that is sometimes overlooked. That reform would not be so necessary if the famous 80-20 rule was well applied. That rule says that 80% of the employees in companies must be Dominicans and only 20% can be foreigners, but the reality is that this is not always respected. In the end, that leaves fewer opportunities for us Dominicans, and that is not what we want. Also, let's talk about what the government spends on services for undocumented Haitians. It is said that every year the Dominican Republic spends an enormous amount of money on health, education and security. For example, in emergency medical care alone, the country spends around 5 billion pesos a year. And in the area of education, there are hundreds of thousands of Haitian students in our public schools. That weighs heavily on the national budget. Because of all this, many Dominicans support stricter measures in border control and regularization of immigrants. If resources were better managed and the 80-20 was well applied, we could alleviate some of the fiscal burden we are feeling. Instead of raising taxes, we should focus on how to improve what we already have and benefit everyone.

exactly. A large part of the driver of real estate prices is also the costs of financing i.e. interest rates. IDK what percentage of foreign purchases are financed compared to paid cash in full. I have probably a 1yr time window before purchase as I'm still investigating a couple more cities. I plan on paying in cash not financing but regardless of that, one of the main drivers of incentive to me is quality of lifestyle beyond tropical weather and nice beaches. I need decent roads, a safe neighborhood (ie. police enforcement) do they even have a fire dept there? I need good water quality and dependable electricity. If I work remotely for the winter, I can't be losing power everyday. The argument about the size of govt is so off target. What do you even mean by that? The number of elected officials?... so do u want a single dictator? Or a couple of people representing each state that all have a say and vote? "Beauracrats"??... Do you mean that you don't want people who have expertise in urban planning and infrastructure to guide those projects and oversee the work of private companies? Or do you want some jackass you doesn't know have any expertise making decisions?... What about environmental concerns? Who would oversee water treatment plant design and construction and ensure the people in that area aren't adversely effected? The "Cost of govt" is largely the money the cost of building the roads, bridges, electrical grids, etc... not the people in office. You can't get 1st world infrastructure for free. I can't believe people are complaining about future price increases due to things like consequences of increasing minimum wage. When my kids were young we paid a nanny $18/hour...that was 12 years ago. The price of labor is insanely low in the DR. What you need is quality and reputable labor. I don't want poverty to be hidden by living in some gated community that's insulated from the rest of the country. I want poverty reduced. Right now, I don't trust buying land and hiring people to build it. I need to invest in a development or an existing villa.

The DR is no longer a small country and needs to collect more revenue. The tourism sector has benefited so much already from paying very little taxes. I am for the government doing some reductions first, and going after tax evasión and then I’d be okay with a small general tax. Some how the country needs to generate more money, because the DR is one of the countries with the lowest tax revenues in the region and you cant grow a country like that. Everyone has to pay something.

@tavroaar8173 I asked because you said the tourism sector paid very little taxes. So, if they were forced to pay more taxes, the tourist would pay more for things due to price increases and that could be an issue. Now I hear the bill was withdrawn.

Then hyper inflation would take over there would be too much money in the system chasing two few goods, which is the textbook definition of inflation 1000 bucks a month to a Dominican is a lot of money at the current cost of things everybody would be raising the prices this type of thing plays out on a much lesser scale on the DR all the time were the price of Dominican goods are pegged to the dollar for example, a bottle of beer in DR cost the same as a bottle of beer in America that’s not right locals have to eat beans and rice every day just to survive and even that is getting expensive

Don’t understand! Why would you get rid of incentives for outside investors, or buyers to spend money in a country whose peso’s aren’t very strong. Not too smart at a time when noticeably money is flowing into the country from outside investors. Doing things like raising minimum wages is important, but at the same time raising income taxes makes no sense. Even as a long term plan I don’t see the benefit. 👎🏽👎🏽

These tax reforms will pass with some alterations. The reality is that DR has come a long way in the past decade or so and must continue to grow. I have some investment properties and personally do not mind paying reasonable taxes. The comfortour benefits is a plus but wouldn’t prevent anyone from investing in DR. Must people were not even aware about these benefits before they started planning buying properties. What DR needs to do is to continue improving their infrastructure, technology sector, public safety and job market. However, I do understand the people hesitant about this proposal due to political corruption history but this current administration is doing a pretty good job in my opinion.

This has got US foreign policy writen all over it. I would really hate to see the DR go down this same road that so many other countries have gone down when the US starts dictating them. It never ends well. The Dominicans have already gone through a huge 20 percent or more "inflation" tax over the last few years. That is the US's doing. Inflation is just another way to tax the people and financial cripple other countries and not one Dominican has gotten one thing out of it.
