It is an old continued scam practised almost in most Asian countries unfortunately I was a victim back in 90th where i was handed over 25k less actual amount of their local currency in Manila. Luckily the hotel management i have stayed in helped me to recover from them my 5k usd as the exchange shop was just in the same hotel street.

When this Money Changer's offers you a much higher exchange rate than the Bank be ready. There's another way of doing this based on my own experience. Let's say he counts the money and then he lets you count it. And then he will count it again after you,he counts it with his right hand while his Left hand fold's some of the bills with his Left and drop's it to Drawer that's already open you will not see it because it's covered by the money that his counting in front of you. Some people won't bother to count it twice. And if you count it again and you found out its lacking he will count it again while returning the money he took. And when you check it for the 2nd time and found out that its complete don't let him count it again for the 3rd time just leave because he's going to do it again.

best way is to not exchange at all. Exchanges are really fucking stupid if you take it into consideration. If you use Revolut they barely even charge an exchange fee and all these exchangers take a wayyy higher fee. 3rd world countries where they don’t take card like that one i get it but any normal country that accepts card is a no brainer
