Dr. Manhattan knew how his universe functioned like how his past self knew exactly how a pocket watch operated. But when he arrived to this new universe, where the rules where different on all forms, he felt something he hadn't felt in a long time. Genuine, scientific curiosity at something unknown. So he did what any scientist would do: started experimenting. Don't blame him. And its been one heck of a learning experience for him.

This issue is waaaaaaay better if you just divorce it from the idea of Perpetua and the the Forager of Worlds and all of that. Like how DC has completely divorced itself from everything Rebirth-related. I guess they weren't happy about an apathetic, nihilistic, completely detached blue man without pants giving his seal of approval to New 52 Superman because that Superman was so much like him.

The mysterious event shifting everything in time is called status quo that brings money. Same characters for decades.
