Dre, easily. Puff was a producer, Dre was much more. Plus, he molded way more artists than Puff. Literally from the 80s to present day. Dre is responsible for both Eazy-E and Cube through his beat making and guidance. Eazy wouldnt have enough started rapping without Dre urging him on and laying down amazing beats. Dre also spawned D.O.C, Snoop, Dogg Pound, Warren G, Nate Dogg, Eminem, 50 Cent, Game and Kendrick. Just like Puff, hes also had dingle hits with an array of different artists. Pac, Busta, Mary J, Gwen Stefani & Eve, etc. Dre not only actually creates his own beats, he creates artists from the ground up. Eminem, who he nurtured ended up becoming the biggest selling hip hop act, ever. Snoop, Cube and 50 are known worldwide. Kendrick is one of hip hops biggest stars in the last decade. Its not even close.

Scott Storch, Michael Elizando, Preston Crumo, Mel-Man, Colin Wolfe, Sean Cruse, DJ Pen, Taku Hirano, Chris "The Glove" Taylor & countless others have actually made beats for Dre, but because he owns the publishing & production rights he gets credited for the record. Even guys like DJ Quik, Daz, Lord Finesse & Battlecat have made beats that are credited as being produced by Dre. Dr. Dre is more of a sound engineer than pure beat maker, he's an incredible mixer, but in terms of being an actual beat architect, he didn't really make a lot of the songs that people think he did.

Scott Storch Mel Man, Daz, Quik, whoever you can bring up have never said Dre stole their work. They all said Dre is a musical genius and were in awe of him and how he works. Anything other than that is all rumor, lies, and just hating. Dre has been making hits longer than anyone and has been making hits after all of them have gone

This would be pretty simple for me. Puffy is a general manager who organizes and manages a team. Dre is the player-coach who says "give me the ball" and he goes out and drops 60 or decides to go out and have a triple double.
