Backed up by Flint surviving the destruction of Swallow Falls very casually as a child and surviving a burp from Brent that - I kid you not - dropped several stars from the sky. So Continent Level is a safe bet.

He's way more versatile along with his ace in the hole the spray on shoes It's invincible and a simple spray can hinder cortex which he is shown not to be a good strategist as majority of his attacks can be knocked back

True but the same can be said for cortex who might be physically stronger due to surviving a lot of hits it doesn't really matter as the sheer versatility and oddities of flint's inventions can hurt a lot like that portal disc which can work as removal or his rocket car which is very fast
