गोर्खाको सामान्य परिवारमा जन्मिएका एक नेपाली युवाले विश्वका टप मानिनेअमेरिकाको Harvard, बेलायतको London School of Economics र अष्ट्रेलियाको Australian National University मा छात्रबृत्तिमाउच्च शिक्षा अध्ययन गरे ।
चीनसहित विभिन्न देशको वैदेशिक लगानी निती निर्माणमा सहयोग गरेका स्वर्णीम वाग्ले केही महिना अगाडि सम्म विश्व ब्या‌कको अमेरिकास्थित मूख्यालयमा बरिष्ठ अर्थशास्त्रीका रूपमा काम गर्दै थिए । गत बर्ष संसारभको मानव विकास प्रतिवेदन (Human Development Report 2013) को सह-लेखन गरेका वाग्ले नेपालमै केही गर्न पर्छ रगर्न सकिन्छ भन्दै अहिले राष्ट्रिय योजना आयोगको सदस्य भएर आएका छन् ।
वाग्लेले आर्थिकरुपमा ठूलो मूल्य चुकाएर र धेरै संभावना भएको अन्तराष्ट्रिय करियरलाई पनि थाँति राखेर नेपालफर्किएका हुन् । उनीसँग आज टफ टकमा म नेपालको संभावना, समृद्धि र चुनौतिका बारेमा बहस गर्दैछु । ५० वर्ष अगाडिसम्म हाम्रै हारहारी र हामीभन्दा कमजोर राष्ट्रले आर्थिक विकासमा फड्को मारिरहँदा हामी कहाँ कमजोर भयौं, अब नेपालको समृद्धि तर्फको यात्रा कस्तो हुन्छ ?

Dr. Wagle has certainly sacrificed his personal carrier of world bank for social service in Nepal. It is praiseworthy. But after listening his vision for our economic development, some of the issues remain still puzzled for me. Many emerging markets are rethinking their export-led growth models and massive liberalization policies, as the industrial world stagnates. In the last couple of years,the IMF has repeatedly reduced its growth forecasts. After six years of a tepid post-crisis recovery, the IMF titled its most recent World Economic Outlook "Legacies, Clouds,Uncertainties". But in your whole of the interview, you prescribed the conventional diagnosis and remedies as the efforts at stimulating the economy. In one hand, you opposed the "Extractive" attributes of the state, market and institutions but in other, you fully support the economic policies where 'extraction and exploitation' flourish. Can such remedies break the Larry summer's "Secular Stagnation" of our economy? Should not we look at a different diagnosis? how can we jump to continuous 7-8% growth for doubling our per capita income with such conventional prescriptions?

tapaiko puzzle ko solution tehi bhitra cha Kapil ji... the "Industrial world stagnates" matlab countries like US and Japan who have almost no newer market left to penetrate have stagnated tara hamro country ta we can say has not even started the first phase of industrialization. It has a long long way to go before the issue of stagnation and alternative development model comes into consideration. yehi conventional prescriptions le nai countries like Taiwan, Singapore, Hongkong, Korea and recently Malaysia le teti high economic growth achieve gareko ho. I do appreciate your view of considering some alternative development policies tara I think world ko experience bata we are already learning and can modify and implement our development policies keeping that in mind. e.g. ko lagi we can say govt. is quite cautious on accepting FDI and MNCs and its implications, prioritizing localization and not just globalization could be another alternative as well. Tara in my view just because liberalization and capitalization has had some externalities, does not make the conventional development model obsolete.
