Draco does rotate her tetriminos in PPT at least when playing Tetris. O also has a similar case too on not being able to rotate puyos while still being able to rotate tetriminos in case anybody didn’t knew this.

I think it's cause you can possibly win in puyo without rotating, cuz of the gravity, and how the game works, but tetris would be damn near impssible without bein able to rotate

I like how Draco was the first opponent in Puyo 1, Is a decent way up in Puyo 2, then gets stuck with Skeleton Tee AI for the rest of the franchise.

Actually…in Tetris mode…she does rotate, and in her core ai, she actually destroys me, Marle, and Squares, so yeah Draco isn’t a mistake

There are too many to name them all, but I can name a few of them at the top of my head. Donguri Gaeru and Nohoho like to stack all of their Puyos on the right side of the board without much strategic thought as to how they link up, then they try to pop their built up stack, hoping it makes a chain. This strategy is common among newbies as well and since the AI's that have this quirk are both frogs, the technique has been dubbed "Frogstacking" Harpy, Yu and Rei, and Jay and Elle like to fill both columns 1 and 6 with Puyos without much forethought, then once both are filled, they try to pop whatever they can out of that. This is also a common newbie tactic called "Harpy Stacking". Suketoudara similarly likes to stack his Puyos randomly, but he fills up the first 4 rows on the board instead. Jay and Elle for Tetris really likes to try and downstack as soon as they can, often opting to go for single line clears rather than building up for a Tetris. (I think O does the same, but I can't quite remember) I think Sig's stacking is fairly methodical but he mostly only uses the first 3 columns to build his chains rather than using most of the whole board space. (I heard about this only through word of mouth so take this with a grain of salt). There's probably a lot of this stuff everywhere in the series, and I can only name a few.

Idk much about Puyo Puyo except they rebranded one as Dr Robotnik’s Mean Bean Machine. They changed the characters except for Carbuncle who was renamed “Has Bean.” Was this character in the first Puyo Puyo? And did they reuse her AI for one of the Badniks?

Draco was in the first Puyo game, she was the first character you play against in the game’s normal mode, but she does actually have the ability to rotate there. The Badnik “Arms” the red UFO thingie shared her AI exactly from that game and is also the stage 1 encounter. Now in Puyo 1, you fight a character called Skeleton-T at the beginning of the game’s practice/tutorial stages and he does not have the ability to rotate. Draco became infamous for not being able to rotate in 20th Anniversary onwards in place of Skeleton-T, with a few popular videos making fun of her inability to do so being made.
