Originally 17 and 18 were supposed to be the final villains of DBZ. I'm so glad Toriyama changed his mind and put Cell at the eventual villain instead :D

Actually go even further Dr Gero and 19 were suppose to be the ORIGINAL big villains. Tori’s editors at the time though made him keep coming up with different ideas for the villain.
