That joke literally makes no sense. Goku knows all his moves because his various masters willingly taughtem them to him, not because he stole them. I'm pretty sure none of the Z fighters invented basic martial arts, yet they use them. Just because Goku technically didn't come up with an own move yet doesn't make him a lesser fighter.

To be fair, the techniques ( such as the Spirit Bomb and Kaio-Ken ) that he was taught to use by others are not stolen as he was trained how to use the technique. The Kamehameha, though initially stolen, is his by right of having completed Master Roshi's training. If Goku had not become Roshi's student then the technique would still be considered stolen.

Well _to be fair_ that only applies to the Instant Transmission, Kaioken and Spirit Bomb. Everything else _was_ quite literally stolen. He learned the Kamehameha by looking at Roshi doing it once and mimicking the movements, so Roshi didn't choose to teach him that; everything else he got from people when they were fighting him, stuff like Solar Flare, Multiform Technique, even the basic power to fly, all of that Goku learned by studying his enemies and never with a teacher. His _actual_ masters never taught him any techniques until he got to King Kai, everyone else only trained him by making him work out and making him spar: Roshi did that, Korin did it, Kami basically only made him spend a few years fighting Popo... King Kai was the only master Goku ever had who literally went "well kid, you gotta learn my techniques now".

The list is pretty, _pretty_ long, if you look into it, even basic stuff like his Afterimages or the ability to speak telepathically... I like the "theft" joke, but it's clearly a joke; the point more-so is that Goku, especially in early days DB, was a genius at figuring out how techniques worked just by seeing them. So he goes around "stealing" (AKA learning) techniques with much ease. Back in the DB days it used to be cool looking at an opponent's moveset and trying to figure out beforehand which powers would be added to Goku's arsenal afterwards. But yeah, no, properly studying under a master is something that only happened once (maybe twice, god only knows how he learned the Instant Transmission, COULD have been under a formal teacher), his MO is much more guided towards "wow man that was a cool technique, yoink"
