Giving any bit of freedom to subjects isn't really something the foundation likes to do. After all, many of their seemingly innocent subjects are capable of unintentional mass destruction capable of wiping out a large amount of life in the universe if given the slightest freedoms, so being harsh on subject's access to outside their cells is the safest move most of the time
