Imperative precondition to this type of strategy... you must already be doing high quality work. Being too focused on soft skills when there are systemic problems in your organization perpetuates them. Metrics like visibility are business strategies, and while solid business strategy (which I think of as emotional and psychological sales skills) is crucial for career advancement, it doesn't replace solid technical strategy (the skills needed to reliably and consistently produce a high quality product). One has to integrate both to be successful, and if you're all business with no technical... then you're selling snake oil. Being a con artist or engaging in corruption always catches up with someone when the moment they work for a solid leader. Fake it until you make it is a terrible, unsustainable professional strategy.

Metrics like technical strategy can only be measured by those not only within the org but the actual department.Most oftentimes external people not privy to growth indices are aware of the business strategy hence assumptions of corruption or snake oil scenarios.Rarely have I seen one excell in the absence of the other especially in long-term business projections

Yes, people are superficial and stupid, make yourself visible does help in some ways as long as the firm isn't going under, some people just know how to perform theatrics to make something simple into a "project"
