it's not him: it was the environment that he was raised in. Most else of Equestria had cloistered itself off from everywhere during the 1000 years that Celestia spent raising the Sun and Moon by herself, after her failure to reconcile with her little sisters' distress and emotional vulnerability, it would be safe to say that Celestia had decided to retreat herself into self-imposed exile to stay as far away from other ponies in order to work through her turmoil. In this time, most if not all of the original traditions and beliefs once held by the Three Tribes would have begun to resurface again, Unicorn arrogance, Pegasus pride, and Earth Pony stubbornness, and with that return also came the subtle superiority complex and racism that they felt due to how Celestia had control over the Night and Day. Due to them having effectively cut themselves off entirely from the rest of the world would have caused untold problems to their nations' former allies: The Griffons suffering their economic collapse because of Arimaspi, The Hippogriffs having their land razed by the Storm King. Though what had actually happened to the Diamond Dogs and the Buffalo since we haven't seen hide-nor-hair of them since Season 1? And the inclusion of the Abyssinians (Cat People) and the Yaks just create even *more* questions about why we haven't seen them again! Questions that will ultimately remain unanswered since the *_Series Finale_* is just upon us.

As such, what authority or right does he have to try and abolish the edicts created by one of Equestria's ruling princesses (namely Twilight?) For that matter, does Neighsay not realize that by challenging her; he may risk offending Celestia

I mean it's not my fault that lumberjack left that chainsaw out in the open!...or that I was never told Scootaloo has underdeveloped wings before tossing her off the roof of that barn!...or that leading a pack of timberwolfs into town would cause a mass panic!...or that opening that chest Discord kept in the back of Fluttershy's closet would unleash thirteen of the most dangerous demons from the depths of Tartarus!

It's easy to forget not everyone in Equestria is so accepting of other races. He reminded us at that start, but was just doing his job... I don't hate him yet he isn't in my top 10 favorites.

In fact (if you'll humor me for a moment) You have to realize that literally just before his appearance in the season 8 premiere we had the MLP movie where ALL of Equestria were captured by an army of non ponies. I mean the Storm King and his army of Storm Creatures were none ponies. There was literally only one pony in the entire army. That kind of event would probably cause a paranoia effect within ponies like Neighsay whose job is to educate young ponies minds. And he had no idea about the inclusion of species like the Changelings WHO WERE UNDER THE CONTROL OF AN EVIL LOVE DEVOURING QUEEN FOR YEARS. The Dragons have a reputation of being beastly too considering they have been shown to be bullies until Ember became Dragon Lord. And the Hyppogriffs are a new species and new can be considered unpredictable. The Griffons have been shown to be cantankerous as anything. And the Yaks nearly declared WAR because they weren't enjoying their stay at Ponyville. So i can perfectly understand Neighsays erratic behavior. Besides his wardrobe and look and design is fantastic.
