Rene's performance originally came from his shrugs and sighs because that's all he could do under the make up. But he became so much more over the series. He stole so many hearts.

Probably because not only do they have a history of animosity, but also because the point of the trip was to have Quark testify to a case that Odo knew almost nothing about other than Quark witnessed actions by the Orion Syndicate. Odo thought that Quark was involved, that he was going to trial, and working with the Orion Syndicate might have earned more than the usual disgust..

Odo isn't technically a member of the federation, he works for the Bajoran provisional government, which is not a federation member. The Bajorans have a temporary alliance with the federation that keeps the Cardassians out, all they have to do is allow the federation access to their wormhole, which they monitor with their presence on DS9, which happens to be where Odo works.

I like when after being miserable and angry to the point that he is literally falling apart in his quarters Quark comes to initially complain about the noise and then comforts Odo. Quark reminds Odo he is such an adept security chief people take bets on how long he will take to solve a case and that people hold in high regard. Then in true bartender fashion, since bartenders have seen the same thing over and over, he presents Odo a choice: Tell Kira how he feels about her Or focus on his work (and possible romance elsewhere). Odo is somewhat feeling better when Quark says he has got to get back to his bar. Odo laments he thought Quark was being a friend. Quark, both knowing Odo is too proud to admit needing a friend/having to remain strong says he isn’t. On the inside Quark is clearly Odo’s friend-at the very least a mutual sense of respect. Quark even says to some other people, defending Odo, that he is the closest thing he has to a friend. Great actors.

I always feel that they did not have Odo stay human long enough. I think it's good he got the gift back and was able to shape shift again but I just feel that he should have been given more time as a human plus why did the Founders take so long to make him ill so he would come back to the link? It also would have been interesting to see him and Kira together when he was human.
