Can you make hide and seek as a horror game?

I remember that there was a game called "Dead by Daylight" which I've been told is a hide and seek as a horror game. I'm not a fan of horror games though ahaha I wanted to do an hide and seek multiplayer game (non horror though) in the future, but I am still not sure if I will do it
