They 4:15 are the three wise men, Xmas decorations. The arms are holding a treasure box, two of the statues seem to be missing the arm part. 19:03 they look like old lobby lights to an elevator. You know, going up and going down indicators. The white plastic round parts are lens covers. One of each set should have a red filter for the down indicator. And I saw that they've just painted the lamp red, not using a red filter.
