Gen 8 and 9 don't even have actual "villains". They don't have any particularly evil intentions. They just display extremely obsessive and/or selfish behaviors which end up causing trouble for everybody in the region. And in the case of Team Star, they were simply mildly disruptive towards other students. Like yeah, that's not proper behavior at a school, but unless they intended to use their modified Revavrooms as weapons or something, I'd say they were more a of community effort that got way out of hands than an actual menace towards society.

The closest we get to villains in Gen 9: - Students who bully bullies so much, they don't realise they've become the very thing they seek to stop (Team Star) - An out of control AI of a rival's parents (AI Sada/AI Turo) - A much more aggressive & mean version of the player's bike dragon owned by the AI that most certainly has killed parents of one of the rivals, injured his dog, & almost killed the player's bike dragon (rogue Koridon/rogue Miraidon) - One of the teachers who seeks world-ending treasures, who acts suspiciously when the protagonist has all of them caught (Raifort) - A rival at Kitikami who slowly goes insane because of his sister forcing the player to lie to his face, & he takes over Blueberry Academy & becomes a bully for a while (Kieran) - A teacher at Blueberry Academy who seems a little too obsessed with a little turtle's power & almost gets the player & a rival killed by it (Briar)
