That signature campaign is what they call "People's Initiative" people were being asked to sign esp the voters without being clear of what they are signing. They just said it is for additional help under the administration when literate people read it was about charter change especially demolishing the Senate and longer term for the president and having prime minister. That is not about Mindanao breaking away from the rest of the Philippines. Duterte just said "he will look into Mindanao being separated if the people's initiative signing continues."

In order for there to me more than one them there would still be limits as in the US with two four year terms. Many believe the Philippines would be far better off as a parliamentary democracy where you don't elect a president and therefore all his cronies. In a parliamentary system the prime minister is basically just another MP (member of parliament elected in their district to represent their district. The party choses which MP will be the party leader through a convention and vote within the party. If that party forms the government because more of their MP get elected than other parties, they form the government and their leader becomes the Prime Minister. As long as that Prime Minister gcan get realected, and as long as his/her party selects him/her as party leader, they can remail Prime Minister. Even after they resign of get defeater they can run for MP and possibly become Prime Minister again. That system has a lot of checks and balances that a Republic doesn't, and more protections against corruption. Most civilized countries in the world have this type of government.

Muslim extremists aren't rampant and peace has been attained for majority of the place. Just look at how many foreign bloggers freely roam around Mindanao without fear of getting kidnapped unlike before Duterte's presidency. Most of Mindanao cities has seen so much progress since Duterte became president, foreign investments has poured in many parts of Mindanao. Duterte and his allies are getting fed up with the corruption by this current Presidential government where 70-80% of the monies earned is sent to the National Gov't and only 20-30% remains in your local area then they have to ask for help when needed but not all are given especially if you're the opposition, and monies are allegedly used in corruption by Congress and Senate in the form of Pork Barrell or MOEE. Duterte prefers Federalism like what the US has, which will gurantee fast allocations for the needs of the local government and people, without the need or wait forever for money from Malacanang!!!

I agree. In Visayas there are places too that remain undeveloped and they have lower wages too compared to the capital but they're not playing victim and acting oppressed. Mindanao has been racked with insurgency and extremism for decades that's why few investments are coming and that's the main reason for the lack of jobs and development. PH govt had been spending millions of dollars in military operations to the island to counter the extremist threats. It never abandoned or neglected Mindanao. It all boils down to their local officials because every region and province has its own budget allocations and revenue allotment but not all places have progress it depends on the leadership. Most politicians in Mindanao are indeed extremely wealthy they should blame their local leaders for neglecting them.
