When US defeated Spain and took over as the colonial master of the Philippines in 1898, these two countries signed the Paris Treaty of 1898. In it, both countries acknowledged that the territories of Philippines lied EAST of east meridian 118. The island in dispute? It lies west of east Meridian 118! It is really that simple. Philippine did not grab these island until after the San Francisco Treaty of 1951, from a still-militarily-weak China. The root of all this is arrogance. Had China approached the Philippines with humility, offering a mutually beneficial strategic alliance, not only would they have secured the SCS, they would have had a launching pad for all their maritime activities in the region. They would have had a wall against a south-western assault from it's enemies. They also would have gained a strategic advantage over Japan, as well as uncontested access to Taiwan. Instead, they chose the route of the bully and tried to push aside the Philippines, knowing they had military superiority. Now they find themselves hated on all sides. Could they still win this conundrum? Maybe. But it would come at the cost of billions of dollars and soldier lives. They would also be essentially causing further economic turmoil on it's own citizens. They dropped the ball on this whole thing.

Your idea is good but the Philippines is controlled by the usa through corruption and spying.The usa would never allow it . China would have done this if offered but the offer would never reach china. The usa is guilty of spying on its own allies. The Australian reporter assange blew the whistle on the usa and is now in England facing extradition to the usa. Now that China has the capability to sail far from its coastlines, it is engaging in thuggery and thievery in the SCS.
