They're destabilizing no neighbours at all, just failed leaders of those neighbouring countries who can not do what they're supposed to do and use Rwanda as excuses. Rwanda is not just helping secure Mozambique but also Central African Republic as well as other countries in UN Missions.

It's actually the big neigbhour's lack of proper governance that has led its eastern territory to being as a launchpad for genocidal rebel groups being regular threat to Rwanda. No other sane serious country would accept that. Simply as that. Even Uganda (ADF) , Burundi have the same issue with that eastrn part . But the make up of their rebels have a different historical and ideological composition , which is somehow the governement can't use as political leverage to jusify its lacl of accountability vis a vis its own population.
