The reason of why several Jounins stopped Negi was because the referee already announced stoppage of the fight and was already running to get in between the the two combatants. As for Rock Lee, he was doing such a good fight that he may still fight back. It was Guy's decision to step in to save Rock Lee's life, as he was sure Rock Lee can't go on.

Hinata vs. Neji was unfortunately a mismatch one-sided fight from the start. Lee held his own beautifully and even had Gara nearly beaten so it was a more even fight. The fight was ended when it was determined to be over, as you said. Lee has always had that fighting spirit and his own immense skill to back it up, whereas Hinata was just being stubborn on a self-imposed moral basis without the skill necessary to push that moral high ground.

I believe that there are two reasons why, reason number 1 Hinata was the heiress to the hyuga clan and killing her would have made Neji not look good. 16:00 I love this point however I think it glosses over some very special characterization for Garra. Yes, Guy is powerful and it is a substantial feet that he blows Garra’s sand away initially, but if it were anyone else I suspect the sand would have kept going and ultimately finish the job. What I think really stops the sand is the LOOK in Guy’s eyes. It’s clear to Garra what he is seeing. The look of a man with the need to protect the life of someone he truly cares about. A look reminding him of someone who was close to him. Garra’s characterization explicitly shows how mentally damaged he is at this point in the story but doesn’t give a lot of reason why. Just little hints here and there. It’s further explained by the plot points of his past which I won’t go into too much detail here. Seeing that form of love in Guy threatens to break him, like cognitive dissonance. Guy’s action in front of him more or less threatens his very world view but something deep down still craves its embrace. It’s why he doesn’t go on a rampage. And it’s why after this point he obsesses over killing Lee. He sees his uncle, Yashamaru, in Guy, that’s why he doesn’t touch him. He sees himself in Lee, that’s why he wants to kill him. SO SAD and some of Kishimoto’s best writing. At least, in my own opinion.

The reasons are both political, ethical, and practical. Obviously, Hinata's Hyuga status plays a part. But I would argue there are two additional reasons. In terms of practicality, it doesn't make sense to allow your own genin to kill each other, especially if it's over a personal intra-familial beef that should have solutions other than just murdering each other in frustration. Also ethically. For one, Lee vs Gaara was an actual fight. Hinata vs Neji was just a cousin beating up his younger cousin because he's angry. And... allowing Neji to do that would basically set a bad example to the other genin, that you're essentially allowed to just murder each other over (again) personal, petty beef without any form of punishment or comeuppance. Of course, this isn't to say this never happens in real life, as surely it does, but the head of a boxing gym doesn't allow, I hope, their students to literally pummel each other to death, even if they do happen to have good reasons for not liking each other. Being a ninja, like being a normal soldier, isn't just about mindless killing, it's about knowing why you fight for what you fight for, and shinobi are bound first to each other and then to their village. EDIT: also, in line with the practicality example, suppose we allow Neji to kill his cousin and is promoted to Chunin. Is that really the behavior we want our chunin to have, selfish, vengeful, and petty? This is the Leaf after all, not the Mist of the old days

Another Point of view: Knowledge about Powers and Abilities. They only stopped Neji as he was trying to kill Hinata. Why? -All of the Leave Jonin know about the Hyuuga Clans abilities. -Kakashi saw the internal Damage to Hinatas chakra-network and realized that this hit would kill -Guy and Kurenai know whats about to happen, because they trained them and know their family -Neji himself stated out loud that Hinata will die if she doesn't quit. Why they didn't save Gaara: -Even Kakashi couldn't decipher anything about Gaaras Abilities -only Shino knew what kind of attack this will be -Gaara was also near his last straw (except bijuu form) -They dont know if or how Lee can even handle his own Abilities -for the referree, everything happened too fast. Conclution: -They stopped a declared and clear killing move -Only Kakashi and Guy could have reacted in time -Kakashi saw the state of Lee's body, but was on the same "is he pulling more" state as the rest. -No one knew that Gaara had killing Plans -Guy knew exactly what happened to Lees Body. Guy intervened with Lee about at the same point as they did with hinata. The reason the other jonin didn’t is probably because Lee was assumed done for after failing the primary lotus and gaara was just torturing him. So they didn’t know if he was going to flip the tide again and we also blown away by what they just saw Lee pull off with the gates. Only guy was sure that his student was definitely not going to be able to handle anymore. Plus guy was the only sensei really involved in his students fights cheering and telling Lee to take the weights off. I think the other jonin should have suspected there was something off about Gaara from the very start, Kakashi in particular knew that he was tweaking from the very start. Especially when Gaara almost immediately kills Lee 10 or 15 seconds into the fight, continues to torture him for the duration of the fight after Lee is done showing off his raw speed or his primary lotus, even when Lee is screaming in agony from blasting an unrelenting sand wave at him. I mean, how can you just shrug your shoulders at that the whole time? Baffling.

Apart from wanting to protect what is essentially the village’s princess, I think the Jonin watching were in awe of what had happened. Several of them had probably never seen someone open the inner gates (or so many) The scale of power shown in the battle left everyone frozen in awe, mixed with an intense respect towards Lee with a glimmer of hope that he would somehow be able to beat Gaara. After the Sand coffin destroying Lee’s limbs, that should have been the moment where everyone kind of snapped back to reality that Gaara was going to take it to far. At that moment, Guy was the quickest by far there after Lee so he was the first to be able to step in.

The only way this makes sense is if the concept of main branch and side branch started with the twins(which is not the case) or hanabi is a member of the branch family

The first born is the one who's supposed to become clan head as tradition while any younger siblings are moved to the side branche. It's Hinata's personality that mostly swayed his decision tho. Not only was she not meeting his expectations in physical combat but he thought she wouldn't have been mentally prepared to be the clan head either. Hiashi and Hizashi didn't have such difficulties growing up so as first born Hiashi was made leader default. Truth be told Hiashi didn't want to brand either of them to begin with so this was probably used as a stalling tactic.

15:24 Guy slicing Gaara's sand to save Lee was thanks to Gaara's good reflex and maybe a little of his "gentle winner" side, his attention was drawn to some dark figure under the sand. I don't believe Gaara went through with his attack: so Guy basicallly sliced through harmless remnants of a canceled attack. Guy put himself in the way, endangering himself it felt like the right thing to do. It was more for symbolism than for Guy being powerful.

In the Neji and Hinata fight the proctor had already declared the fight over, and Neji the winner when he was stopped. That had not happened in Rock Lee's case. That gave them the room to act for Hinata but forced Guy to break the rules to save Lee. the arm and leg injurys wasn't what crippled him. it was opening the gates what did it, his body wasn't trained enough to endure the drawbacks of opening them. the sand coffin injurys are what these battles are expected to happen during these exams since its the purpose of the exams to pit there genin to see if they are ready for the next level. once gaara was aiming for the kill guy stepped in. gaara was to weak for the other jonins to be needed to prevent the finishing blow.

Having your Chakra network severed by Gentle Fist was a surefire way of killing someone. Without intervention, Hinata- who had been almost completely defeated outside of her spirit to continue- would have almost certainly died. Neji didn't have much self control in that fight. Rock Lee was holding his own- but until he reached the point that his life was completely in danger and the match had been settled, there was no reason for anyone to jump in.

There’s definitely truth to that. I think you can argue if neji killed hinata, the main branch would kill him too. So it’s 2 lives. But also, lee and gaara were moving much faster and much less time to process the fight was over and lee couldn’t protect himself. But it shouldn’t have been just guy. The proctor does react to gaara attempting to kill lee with “noooo!” Almost like he can’t do anything about it. So maybe only a few of the jonin could so quickly.

To be fair they're situation weren't quite the same. Neji attacked Hinata beyond the limits of the match. Not to mention it looked significantly easier to stop Neji than it would be to stop Gaara's sand. It's honestly questionable just how effective the other Senseis would have been against Gaara. Guy is one thing since he's a incredibly strong physical fighter so it's no surprise that he would be able to easily swat away an attack from a weakened Gaara. The others though they are a different story, not saying that they are weak but what could they have done to help stop Gaara? Guy seems like the only one with both the strength AND speed to stop Gaara. Besides even if they had stepped in how would they stopped Gaara? Neji practically let himself be held back considering the lack of much effort they put in on actually holding him back. My point is they couldn't have pulled a Neji on Gaara and if they tried I'm pretty sure Gaara's mama's boy sand would have attacked them, and they probably didn't have time to charge up any attack on Gaara either, which is why only Guy could have stepped in at a moment's notice without any prep time.

The problem with the Hyuga clan in Shippuden and beyond is the same problem every other character besides Naruto, Sasuke (and Kakashi for similar reasons to Sasuke) have. They never got consistent power ups like the previously mentioned characters got. They were basically left in the dust, and that's just sad. Especially with all of the ass pull Sharingan power ups Sasuke (and Kakashi by extension) got.

Apart from what you said, I think there's also the issue of timing. Lee's fight started out both being somewhat equal, then went into Lee outright dominating Gaara until all of a sudden, this switched around, when the side-effects of the gates kicked in. With this sudden reversal, it's not too surprising if the Jonin might have been caught off guard, or if they hadn't realized how severe Lee's debilitation by those side effects was. Guy on the other hand is intimately familiar with both those side effects and reading Lee's body language to deduce whether he was really struggling or faking his debilitation to lure Gaara into a trap. Sure it shouldn't happen for Jonin to be caught off guard, but even with all their powers and training, they are still Humans and Humans who probably didn't expect that they would have to step in, when there was a dedicated proctor there. Hinata on the other hand was dominated from start to finish, with Neji getting more and more agitated and cruel in increments, so there was little to no surprise with him finally tipping over the edge, when he did. Not to mention that Neji proclaimed he would kill Hinata with the next strike. And then there is the issue of Hayate's familiarity with the respective techniques. As a Leaf shinobi, he'd be far more familiar with what a death blow by a Hyuga looked like, than with Gaara's sand attacks. Gaara could have done whatever with his sand, from ripping Lee to shreds, to "just" breaking his two good limbs too, to just knocking him unconscious, to tickling him to humiliate him before the audience. Sure a death blow was by far the most likely, but no guarantee. Certainly less certain then Neji outright shouting "If you don't stop me, I'll kill her!" at the top of his lungs.
