I don't think he was accelerating. It could be that he was just coasting and skidding at the same time that would explain why the wheel moves in a weird way. So he locks up the wheel, but then skids so he releases the brakes to regain traction and the wheel spins again. No new energy is added he just never stopped because he was on slippery cobbles.

100% flat tyre. Trying to ride to the end of the sector to get a change. Angled, damp cobbles with mud in between. Flat tubular tyres stay stuck to the rim and move from side-to-side as they hit the angles. On a flat, smooth road, in a straight line, he'd be able to pedal, but if you've ever seen a pro rider try to corner on a flat (or tried it yourself), you'd understand why his wheel is skipping and sliding on these cobbles. As to motor-doping causing the slipping - Both wheels (look at decals) are moving at the same speed, so the rear wheel isn't moving faster and hence slipping. If that was the case, you'd see the rear decals accelerating and slowing with the slipping compared to the front decals. It's like some inexperienced viewers/cyclists are so desperate to find doping that they look for it in every instance. Ignorance is justification in their eyes.
