E-Trike Impouding - MMDA

The MMDA impounded 25 e-trikes, primarily for driving without license or registration.
One 17 year old e-trike driver admitted he's charging his passenger 300 Pesos. There are frequent complaints about overcharging e-trikes.

I believe the PNP have already identified at least 3 of the suspects who attacked MMDA personnel, after ambushing the truck and taking back an impounded e-trike, a few days ago. As far as I know, the suspects have not surrendered yet and the e-trike that was taken during the ambush has not been returned to the MMDA.

Gets ko yung huli dahil ginagawang pang pasada, pero as of now po kasi wala pang official statement ang LTO na required na for registration or even to have a license ang vehicles under category L2A. MMDA is good, yet here are the points to reflect as well, the goals of the government are to completely be environment friendly as renewable sources of energy are concerned and so as health. As for E-BIKE, the manufacturers knows their purpose, while CUSTOMS are COMPLIANT in seeking LEGAL DOCUMENTATION before entry in the country as they both customs and sellers are REGISTERED VAT, it is for MMDA to coordinate with the sectors in order to avoid these types of inconvenience, as sellers are compliant and gives orientation to buyers. SMES...2022 onwards and not for reversals.

Ang e-bike at e-trike liban sa tuktuk style ay dinisenyo para sa pansariling gamit para sa malapitang biyahe. Kaso, maabilidad talaga tayong pinoy kayat naisipan na ring gamitin panghanapbuhay ang e-trike lalo na noong kasagsagan ng pandemiya na kulang na kulang sa public transport. Dahil biglang dumami ang e-trike sa lansangan at dumami rin ang nadidisgrasya sa mga ito dahil sa dumadaan na rin sila sa national road, nirevoke ng LTO ang dati nilang circular na exempted sa pagpaparehistro at pagkuha ng lisensya ng nagmamaneho nito. Kayat noong 2020 pa ay may panibagong circular na ipinalabas ang LTO na ang mga e-bike at e-trike ay nirerehistro na at kailangan na rin ng driver's license para sa nagmamaneho nito. Pag ginamit na pamamasada ang e-trike ay nangangailangan na rin ng permit sa munisipyo na kagaya ng tricycke na de gasolina. Ang problema, marami sa bumibili ng e-bike at e-trike ang hindi aware dahil kinulang LTO sa pagpapalaganap ng info at yung mga sellers/dealers ng e-bike at e-trike naman para makabenta ng marami ay sinasabihan ang mga buyers na hindi daw nangangailangan ng LTO registration at lisensya ang e-bike at e-trike.

Isa sa dahilan kung bakit kailangan ng lisensya ay para malaman kung may sapat na kaalaman para gamitin ang kalsada kung saan may mas malalaki at mabibilis na saksakyan na dumadaan. Whether you add a sign or not, it won't make a difference. Because many of the colorum e-trikes have also put signs that say "Private use", "Not for hire", "Private service" etc. There are already LTO guidelines on e-vehicles (Administrative Order 2021-39). Although honestly they're not being strictly enforced at all. My interpretation is that most enforcers don't want to apprehend e-vehicles because of the gray area they fall into - despite the LTO AO. The only e-vehicles I've really seen apprehended are those that are obviously involved in colorum public transport, or illegally parked and causing an obstruction.

The franchised jeepneys and tricycles in that area are suffering. Not only do they lose passengers to colorum e-trikes, but while they're forced to obey a painfully low fare matrix, the colorum e-trikes are charging hundreds of pesos for short trips. And sometimes the franchised ones are even threatened to stay away from certain routes 🤷‍♂️

sa LTO guidelines 50kph pataas lang na e-vehicle ang pwede lang iregistro sa LTO. yung e-vehicle sa videos if tama ako nasa 35kph lang yan kaya hindi pwedeng rehistro yan, pwede rin sila sa kalsada pero sa gilid lang gaya ng bike at e-scooter as per LTO. pero bakit hinahanapan ng mga MMDA ng registration yung mga e-vehicle na nahuli if 35kph lang yan. parang hindi tugma yung guidelines from LTO, nakakalito naman.

Di naman considered vehicle yan kasi hindi yan propelled vehicle wala yang engine, no need yan na hanapan ng lisensya at registration at wala pa naman batas na nagrerequired nyan na irehistro yan at dapat lisensyadobang driver nyan. Sa batas talaga ay, "KUNG SINONG NAG-ISYU siya ring kukumpiska" pwede lang kung na DEPUTIZED na pulis o traffic enforcer para huliin ang lisensiya.. Sa Manila o mga tangang lugar na may LOCAL LAWS ay pagnanakaw sa national laws.. Komo may sinabi ang batas na tanggap ng National law ang batas ng local ay, gumagawa rin sila ng batas nilang tulad sa LTO violation para dun nila ihanay at pwede rin silang manghuli.. Pero sa totoo lang noon ay nabuo mga traffic enforcer para manghuli sa actual na violation, hindi yung parahin ka para hanapan ka ng violation na parang LTO. SIla noon ay nanghuhuli lang sa no parking area, one way at no stopping area.. Noon ay wala silang karapatan para manghuli ng walang helmet, lisensiya walang or/cr, registration. Nakatuon lang sila sa kaayusan ng traffic o takbo ng traffic, hindi sa kakulangan ng motorista!.. Pag bypassed ng MMDA, Municipal/City Traffic enforcer ang ginagawa nila e, ninanakawan nila ang National ng kita, imbes na dalhin sa LTO nahuli nila ay sakanila nagbayad.. Sila pa ang nagpapacomply ng requirements for complete documents sa driver at sasakyan o motor na di sa kanila kinukuha, sa LTO naman!.. Magnanakaw ng karapatan mga LOCAL GOVERNMENT..

MMDA should talk to the city government so that they are both in synch when it comes to Baclaran. The local government allows the vendors on the streets of Baclaran but the MMDA doesn't allow. So, they have a conflicting policy. This needs to be settled. Else the MMDA will just be doing a never ending clearing operation in Baclaran.

I think hindi na yan kasalanan ng seller, nasa buyer at driver na yung problem, parang sa mga legit na tindahan ng motor hindi na nila kasalanan kung may mga kamote na drivers na nahuhuli araw araw. Pero agree on the point, kailangan na sila magrequest ng mga requirements sa mga buyer gaya ng motor.

hindi din ako pabor sa ebike dahil nga kahit bata nag drive nyan nakaka abala sa highway.. pero dapat ang i priority nito ang store o supplier ng ebike hindi ang mga owner. hindi ko maintidihan bakit po kelangan gawin yan sa mga ebike? i mean bakit nyo pa kelangan paramihin tapos ipagbabawal din pala.. dapat yung supplier or store ng ebike ang pinagbabawalan magbenta... parang kagaya lng ng E-SABONG. pinayagan after a month biglang pagbabawalan kung kelan yung iba nagtayo na ng establishment. parang nang tri trip na lng talaga
