Could remind him of stones or rocks. Dont know if hes the same type of otter. But I read somewhere otters like to collect and keep a stone to chew on and break open mussles. But the mussles are a good idea for food for him.

Otters are naturally playful creatures, so they actually have fun playing with small objects that fit their tiny paws. You can search for videos where otters play with rocks and pebbles the same way Bingo does with bottle caps.
