It's human nature finding it's own water level. Greedy people gravitate to these jobs as they see the benefits to be accrued, not the good they can do. The chaos comes from the cognitive dissonance in the town as the residents gradually recognise the destabilisation going on, and the apparent passive attitude of the rest of the trustees. Until someone is seen to be protecting the residents instead of the corruption, the residents feel like they are in free-fall, and the corrupt mayors keep on with business.

I'm from Cleveland, I was robbed in 2013 in East Cleveland. Certain parts of E.C. are like a third world country. Potholes that are literally feet deep. Open air prostitution, block after block of abandoned houses etc. sad part is East Cleveland has beautiful mini mansions, they are just abandoned. So many empty store fronts too. Wasted potential.
