Phil is 15 years older than westbrook in real like so it's possible because by that he could be 16 -18 years older which is when many people do become parents[legally]. Ross kemp is 9 years her senior so i suppose he could be 35ish here too and she could be his daughter. Agreed that the both brothers looked significantly older than their years but that has to do with the 90s fashion and the lighting etc of vintage tv which can age actors but also yea balding will significantly age a man. Letitia Dean looked older too back in the 90s for a young woman in her early-mid 20s but again that was 90s fashion and hairstyle which aged her because Sharon often looked liked a woman in her 30s back then.
