Stylist here. Please don't put velcro rollers in wet or damp hair, it can easily get tangled, and rip out hair, or cause breakage. Velcro rollers are specifically meant to go in dry hair. To get more hold, mist lightly with a setting spray before putting roller in.

Can you put it in damp hair that’s not too wet? That’s what I do and I wait until it drys off or I just usually put it on dry hair than take it off after a while and put some hair serum on.

I have curtain bang i put it in a homemade roller by paper cup which us similar to the size you showed and roll it up put a clip leave over night and take it out in the morning and done I will try the way you did it
