Apigee helps here in legacy file- and API-based integrations.

Anthos is not just a tool or a service. Rather its a tech stack. Here the requirement is to build a hybrid cloud solution. So, any alternatives that can compliment the same would suffice. If we look at the latest updates, GKE Enterprise version connected with self-hosted K8s would be suitable for the same.

If you're choosing GCP native offering, GKE is the service behind it and it manages your clusters. However for your on-prem clusters, you need to manage yourself but Anthos helps you in bringing all the clusters under the same fleet that lets you manage these clusters far easier.

For compliance, appropriate measures are taken around data storage and processing. Regulations like GDPR will be followed while they are required.
