Anybody can carry out an EICR if they are competent and skilled at the task. My experience with an inspection last year concluded that no body could 'test' the whole installation in an hour. Commonly known as 'drive by' testing. Absolute joke. It's all very well forcing 'legislation' if no one is able to police it. Anyway, I'll do it myself next time. Napit, NICEIC- all money spinners unfortunately.

Sounds like you had a bad experience Having seen up close the process and equipment it's a combination of yes a competent person could operate the equipment but only a qualified person is likely to understand the detailed methodology and analysis of the results Agree the law ain't perfect but we got to work within the framework Hopefully in 5 years time it's more evolved

Great discussion Andrew and Bill - having had condition reports over the last 7 years I think the legislation clears an very unclear statement in law more to have one standard. Different sparkys have different standards in my opinion but rcd’s are the key so great to get clarity. I can’t stress enough to make sure your sparky is registered as qualified I spent £150 on a report that the council rejected as he wasn’t registered so please don’t make my mistake - check

I was told by my electrician that the rules have been updated now and you don't need a new EIRC for each new tenant.

You have never needed an eicr for each tenancy just one every 5 years for the building

That is correct It is highly recommended the landlord or letting agent do a visual inspection to ensure the tenant has not made changes or damaged any sockets at end of tenancy

Can a 'fire safe' box be built around an existing plastic box for building regs?

I'm not quite clear on your question and what you are trying to achieve. If you put a plasterboard box and apply 3 to 5mm of plaster to it but ensure there is an access door this would provide 30 minutes of fire protection. Use pink fireboard to achieve 1 hour fire protection

BS 7671 states the plastic consumer units are still compliant but if installed it must be installed in a metal cabinet.
