I could see this happening in softball but rarely in baseball. Mainly because of how they pitch. I thought this would be called a ball. And the person stealing second would be out. This also could be a foul. So regardless the person running to second wouldn't get second.

Well, I don't like it, it should be illegal. But the rule is; 1. the ball is live 2.the batter is awarded a "ball" count 3. runners advance at their own risk. Now the pitcher has to accidentally make this bad pitch (or has to be a good actress) because a pitcher cannot decieve the runners by purposefully creating a bad pitch.

in baseball the ball has to go to home plate (or near it if you suck like me) otherwise its a balk if the pitcher did not start their windup and stepped off to throw. but who am I to know, I only play baseball

A pitcher can throw the ball to any base. Just like like a runner can steal second and third or home. The person on first base ran to second so either way the throw is legal.

This is softball. They do not pick off like baseball. She was in the wind up to pitch and ball slipped out her hand. This is called an illegal pitch, Ball is called and runners may advance at own risk.
