Why? Because in and out of the game Niko is doing the most heinous things and getting away with it. Killing people, robbing vehicles, selling drugs, being chased by the russian mafia and so on. So if anything, he finds it funny Elizabeta being this dramatic about going to prison. Its like when your kid or younger sibling gets concerned about the monster in the closet because his mom or dad said he would be out to take the kid if he didnt done his homework.
