Not sure but in the last frame or two he mentions Nixon..... so must have been early 70s.

The shootings refer to the Ohio National Guardsmen who killed 4 students on 4 May 1970 and who were eventually indicted for murder March 29 1974 only to have case dismissed by judge on Nov 8. But he also says 'Nixon and Agnew' Agnew resigned as vice president 10 October 1973 Nixon resigned as president August 9 1974. So definitely after May 1970 and very probably before October 1973.
