The dial indicator (in the right hands) works well. I would shoot for .040" rather than only .020". However, you can eliminate any potential error by using a PPS tool (positive piston stop). By positively stopping the piston, in either direction of rotation, you guarantee yourself of a near perfect split when the tool is removed and the degree wheel pointer aims at ZERO.

Does finding true tdc only apply for cam degree? Or do I need to use it for finding piston deck height

For cam degree and checking piston to valve clearance. You also use this measurement to mark true TDC on your harmonic balancer.

So will a few degrees totally not make ur engine run

Potential yes. Your spark timing will be off. And you may cause the piston to hit your intake and exhaust valves if you're off by more than 10deg.
