They made by Seabob and are basically personal jet skis (hand holds on the side) that are meant to go under the water.

Is there a reason ocean craft do not use electric drive motors with just acting as power generation? Similar to disiel electric trains?

Traditional mechanical based thrust is a lot cheaper and more reliable however there are plenty of ships which do use systems similar in concept to diesel electric trains. Look up azimuthing thrusters(Thrustmaster of Texas, Inc makes huge ones that can be mechanical or electrical) to see applications where electrical based thrust is well worth the extra cost and complexities.

@@lenoardsnyder448 They probable will be just because of their potential for overall better sound and vibration dampening. I think people will be willing to pay a premium for that.
