Amtrak in the early 1970s was still fumbling around with their rag-tag gallery of antiquated and rustic equipment. While the railroad had received their first new locomotive in the form of the ill-fated EMD SDP40F, it wasn't saving Amtrak from bad press and negative public perception. By 1973, much of the general public was viewing Amtrak as merely just slapping their paint scheme and logo onto aging and unreliable equipment. On top of that, the SDP40F was more commonly assigned to long distance trains heading out of Chicago to the west coast, leaving old equipment to manage the intercity trains outside the Northeast Corridor. So, Amtrak placed a new focus on faster intercity trains and looked to the more railway-innovative Europe for answers. This resulted in the French Turboliner train-set.
