What a great lesson! To be clear, it is possible to use 'used to' without a verb, when the past action is already understood, such as when answering a question. So, it is more correct to say that 'used to' always refers to a verb action. "Do you have a motorcycle?" -- "I used to..." (this is a common way to use it). A person might elaborate still without using the verb referred to, as: "Do you have a motorcycle? -- "I used to but I sold it."
