I understand the usage of past participles as adjectives. However, we can use the present participle as an adjective as well. So, how can I understand which form of the verb I need to use if I want to use the verb as an adjective? I mean, is there any grammar rule that indicates whether we can use "broken window" over "breaking window"?

Well, in this case ‘broken window’ is the correct phrase as ‘breaking window’ doesn’t make sense in almost every context. Most past and present participles used as adjectives will have very different meanings so that you can know which is correct to use based on the context (like ‘bored’ vs ‘boring’) hope it helps! 🤓
