Yes. It's an adjective. Participles can come before and after a noun to modify it. • I don't want to drink in a (broken) glass. • The glass (broken) last night was very expensive.

It's a reduced adjective clause. Look at the following two sentences: • The building (that was built last year) was amazing. • The building (built last year) was amazing. Anything that gives information, that modifies a noun is basically an adjective. When a participle modifies a noun, it works the same way; it also works as an adjective. Hope you understand this!
