Tempozan Giant Ferris Wheel in Osaka, Singapore Flyer, London Eye, are all observation decks for people who love to view the skyline and the city in general. They won't be like a normal ferris wheel that is meant as a ride in an amusement park and so, they won't be fast. They are good at night or evening for a spectacular night view of the city, especially in those cities with a good skyline.

Since you have mentioned about Dubai Expo 2020 just wanted to add one thing. It was Japan pavilion the best among the entire pavilions they displayed!! Sadly lots of people who came to expo didn't get booking slots to see Japan pavilion....We have to learn a lot of things from Japanese people...
