Well Ciel starting the cycle for Chloe would make sense for everything now. Even if every time it was activated Ciel wasn't the one doing it. Only problem is, when did Ciel become a manas in the original time line?

The novel does not explicitly state this. However, Chloe mentioned that after the Great Sage successfully revived Rimuru, who had been killed in the battle with the Eastern Empire, Rimuru became an existence even more powerful than the Rimuru possessing the Lord of Wisdom. He also successfully sent Chloe through time into a time loop. So, being stronger than the Lord of Wisdom, it is possible that Rimuru became a Manas, though it might not necessarily still be called Ciel.
