Thank you very much Dr. Cindy. I have four waived current LoRs from the US pathologists. Now most programs only require three. Is it wise to assign all 4 or should I assign only 3 with my gut feeling s that they are the strongest among all.

If you think all 4 letters are strong, then submit all 4. If you think one of the letters is going to be a weak generic letter, you can leave that one out.

I would recommend emailing different programs and asking if they would have you as an observer.
