Is it a power bank or does it need to be plugged in to charge the batteries?

It fits the Enduro battery in GoPro hero 11 in that case?

It does, yes, since the H11 and the H10 use the same battery.

One of my Telesin battery died! Like the camera doesn't starts with it anymore! The battery is still usable, using a trick! I have to remove the battery, start the camera via USB cable, insert the broken battery and remove the usb! And the camera will work with it! I can shut off the camera and power it back on, but if i remove it from the gopro i have to make the process all over again!
